[PVFS-developers] Updated 1.6.3 migrate script

I made some changes to the original patch I sent in so that there is now
some size checking to help prevent data corruption.  In the old migrate
scripts, a metadata file that is too small would be caught, but not one that
is too big.  This now checks both.

I also added a script that allows one to backout to 1.6.2 format metadata,
with similar permission checking.  

Also included is a script that I wrote that rebuilds the .pvfsdir sd_path
entries in case one wishes to back out to 1.6.2.  Not that I am encouraging
backing out of 1.6.3, but I had to write it anyway and thought I'd pass it
along.

Again, this is a replacement for the patch I sent in earlier.
