oh now I see what you meant, I understood the question partly wrong.
Ok, I can't see the connection between the client side variable g_admin_mode 
and the server side admin mode. 
I could imagine that it was implemented to enforce that sombody running 
complex managment operations has to switch to mgmt mode first, but never 
finished.
