[Pvfs2-developers] TCP socket buffer settings in configuration file

I went ahead and committed your patch pretty much as-is for now.   
There's other bmi options not included in the config file by default  
(BMITimeoutSecs) that we could probably move into a subsection at  
some point, but that's more work than I'm willing to invest right  
now ;-).
